Initial qualification - Code 95

What is the initial qualification and who needs it?

The initial qualification (Code 95) must be completed by all drivers engaged in public passenger transport (since 10.09.2008) and by all drivers engaged in public goods transport with vehicles over 3,500 kg (since 10.09.2009). After successfully completing the initial qualification, the driver receives a certificate on the basis of which they submit a written application to the administrative unit for code “95” to be entered in their driving licence, or opt for the issue of a driver qualification card. If an inspection authority finds that a driver does not have the code entered, the driver is prohibited from continuing to drive and is sanctioned accordingly.

Practical exam

Candidates may take the practical exam if they have passed the driving test for the relevant category or hold a valid driving licence for that category. The practical exam is taken before the candidate sits the theory part of the exam. The first part of the practical exam consists of a drive assessing the candidate’s ability to drive rationally in accordance with safety regulations, which must last at least 90 minutes. The practical exam takes place on roads outside built-up areas, on expressways, on motorways and on all types of urban roads presenting different levels of difficulty. The second part of the practical exam, lasting at least 30 minutes, covers the knowledge and objectives from the catalogue of knowledge required for the initial qualification. If the instructor finds that the driver has mastered at least 70% of the prescribed content, the candidate is deemed to have passed the practical exam.

Theory exam

Candidates who have already passed the practical part of the exam may sit the theory part. The theory part of the exam is written. The exam paper consists of three parts: the first part contains multiple-choice questions with several possible answers, only one of which is correct; the second part contains open questions requiring a direct answer; and the third part is a case study. A candidate is deemed to have passed the exam if they achieve at least 60 per cent of the total points.

Candidates who attend the course regularly and successfully pass the theory and/or practical exam are issued a certificate by the examination board confirming that they have completed the initial qualification for the relevant category.
